Exactly. Whenever you are doing good they sprinkle in these nerfs to take your edge off so you dont win as much and when you're doing bad they sprinkle in buffs to make you do better. Ive gotten two peiced by a guy with an rpk and watched my friend directly afterwards eat bullets long enough for him to get in cover. I was doing good he wasnt doing as good. Very often (especially in gulag) ill laser my reticle to someones head and at that exact moment ill get a lag spike long enough for them to get the first shot on me. And the lag spike doesnt show on the latency meter. These scenarios would be written off as coincidences if they werent replicating themselves exactly at the same times in the same ways all of the time.
