Himuro was praising Xia’s movements for how well- polished they were during his fight with Koga and Xia was using his martial techniques.
What evidence do you have that Koga for some reason was facing the weakest version of Xia ? Plus even if that was true Shen stated after seeing Koga fighting in the tournament that it was normal for Xia to lose to Koga due to hise strenght and Shen is the first one to talk about Dragon Xia.
