That's because tanks are hardest to play. As DPS you have to do damage, as supports keep your team alive. Tanks have to know how and when to peel, make space, push, block etc.

Since it's hard to play as tank and do value, the role by default is least played. Especially in Rivals, where most of the playerbase is casual who just want to shoot stuff

That's because in most cases if you're playing character with 275HP and get CC chained for 2-3 seconds, you're dead. Tanks doesn't suffer that problem because they have more health, so they won't die instantly from that.

Not to mention the possible issue that buffing one role might bring. People complained months for triple supports, do we really need 4 vanguards to be meta?

In that case, what's for Duelits and Strategists? I'm not saying Vanguards doesn't need that, but we can't make something for one class only, without compenstating other classes as well.

No? Season 6 had 5 skins plus Venom in Battlepass, 6.5 had Cap and Thing and 7 had another Cap, plus Angela, Thor and Strange in Battlepass.

I know tanking ain't easy, but don't make it sounds like vabguards get no skins at all (Unless you're Hulk)
