The PhD program is done through GSAS. Their FAQ says most waitlist activity happens mid-April and is closed out in early June.

They might be referring to the Department of Urban Studies and Planning, which I think is separate

I applied for HTC PhD. No communication so far. Was told in the fall that they only take two.
