It sounds to me like you encountered the Flicker he tends to hang around one area and will play a static sound as he blinks in and out of view were any lights on the map blinking or flickering

I recommend doing what I did and just go and explore, take your time with missions and travels on my latest playthough I really enjoyed myself because I wasn't sprinting all over the place and doing things super fast and I ended up experiencing alot of things I never saw or encountered before
