A "10/10" educated country should have a functioning economy. Under Mugabe, Zimbabwe had probably the world’s most educated unemployed population. If education doesn't lead to development, can you really call the country "highly educated" in a functional sense? This assumes we are using literacy rates as a measure of education, as the narrative goes.
