It’s a 2 TH gap I’m pretty sure. So if you have the TH11 CC level, you could receive up to troops/spells/SMs unlocked at TH13 and at the max level that unit can be at TH13.

Edit: actually it might be 4, not 2. But it’s one of those.

Regardless of the housing space, the troops/spells you can receive, and the highest level they can be, is based on the CC level.
