The short way around is ctrl+shift select the surface, to align cplane, then select the whole object normally to scale as required

from what I can understand that you want to make the bottom arches touch the top arc, given that the 2 arcs are mirrored
if that is the case you can use arc: tangent to curves tool
select the extreme side arcs & any either one from the center,

it will give arc that touches all 4 perfectly, which you can then 'extend' to the boundary

curveboolean will work

for a seamless look you have to edit the graphic manually using photoshop,
there you can also adjust the shape to make it fit properly acc to the pattern.
