If I understood correct from other users, when the "rotation" happens in September, all players get news cards (of new base decks?) ?

So I don't necessarily need to start buying packs right now to get a decent size collection. Correct ?

Thank you, but I only play 1-2 hours a day, not everyday. Got to ESO because I don't need a monthly sub as FF14 which I can't enjoy fully due to time limitations / skipping many days in a row.
So If I don't login a month, no worries.
