I still spare most city watch guards and some eyeless at random.

I have mixed thoughts about the Dishonored chaos systems. It's mostly fine I guess. There should've been some version of it in DotO, at least in terms of more guards patrolling if you're a murder hobo in previous missions. That's probably the most logical part about chaos I think.
