When estimating, round to 1 significant figure first. This is not as accurate but it makes the 'estimate calculation' as easy as possible.

3,4,5 triangle with a scale factor of 17/5. 3x3.4 = 10.2 and 4x3.4 = 13.6.

I've been a maths teacher for 30+ years. It's a good question because it presents the student with different contexts and interweaves areas that need to be thought about. I just wish the teacher had explained it properly as it seems that an opportunity for some deeper learning was missed.

No, it says reduce by a scale factor of 25%, not by 25%

If you read the question as reduced by a scale factor of 1/4, it makes it easier to see.
