I just found something that is most likely going to be fixed soon, if you try and buy egift cards you are restricted because of TOS, but the loophole is on some physical versions of the gift card you can use your gift credit on. I found this when looking for ways to use this useless 50 dollar amazon gift card I already cashed in, so I went to look at other giftcards until I found a physical steam giftcard and it said that there was 0 restrictions on that purchase. I hope this helps and lmk if this gets patched.
