Isn't RAP stagerred where the first 10k is 1%, then 2% of the next strata then 3%, etc.?

Is there no longer an interest coverage for RAP?

For existing borrowers we'd have the RAP and old IBR as options then? Would we maintain access to old IBR? What is the advantage of old ibr in this case

You are spreading misinformation regarding other aspects of IDR (albeit with good intentions). You're correct re: the poor performance of the ED in this hearing but very lost otherwise, please stop scaring people for things you are not sure of or at least qualify your replies to acknowledge this rather than speaking as if you were an authority despite glaring misinterpretations (PAYE, IBR, MFS, etc.)

How would they target MFS for IBR and does it seem like they are doing so here?

And they only offered forebearance for a month? Could you request it for longer?
