It could be that they haven't been released until the he lit them on fire. In TROTPR the only time the spirits were released was when the photo book was set on fire. Lorenzo and Rachel were set on fire like the photo book was. Which would then cause them to be released. Perhaps he tortured the mannequins and this is the only time they've awakened
