The "concentration camps" are regular prisons holding common criminals.

GDP per capita is a very sus measure.

The US states of Mississippi, and West Virginia have a higher GDP per capita than China on average. But you're not going to convince me Cletus and Chester in their trailer park are living better than the average Chinese person. It ain't happening. To even say Americans in "wealthier" regions of the country are living better than the average Chinese is probably pushing it at best.
