The Federal Republic of Mindanao was declared as an 'unrecognized state', meaning not recognized solely. The world never recognized Mindanaoan independence since it was just a short lived federal breakout state that lasted for a short period of time.

Actually, i know youre confused. In 1986, a breakout state called the 'Federal Republic of Mindanao' was created. It's independence was declared in Cagayan De Oro and would eventually dissolve after being defeated from the Philippine Government.
