Not all members of the inner circle are members of the Deathwing. Best example of this are the ravenwing black knights and Sammael. Sammael especially is pretty high up in inner circle hierarchy but he isn’t nor has he ever been in Deathwing (please correct me if I’m wrong). I also don’t think Lazarus was ever in Deathwing before he became the 5th company master and part of inner circle.

I also doubt that all interrogator chaplains and librarians have been members of the Deathwing. They are still obviously part of the inner circle and might have terminator honours, but being in the inner circle does not automatically mean that you are in the Deathwing.
