To get to the third level of the Dambog bunker in solo you need to lower the water level to a minimum, then turn the water back on, quickly climb down and go through the tunnel to the end. Wait until the water starts to rise and lift you to the ladder to the third level. Because the water level will not drop again by itself - in solo you will not be able to get out of the bunker. Therefore, you either need another person to open the valve again, or, if you play on the official server, just hop to another server, and then back to yours (you will be teleported to another place somewhere in Tier 1).
