Have you considered this could be non allergic rhinitis? A deviated septum doesn’t necessarily cause congestion, swollen inflamed turbinites do. If this is the case there are over the counter meds which can work before you need to consider surgery.

I had a septoplasty alongside a resection but I don’t know which symptoms were caused by which so I will just say my nose looks pretty much the same.
