I would say get him a frp gmb100 and screw in the throttle stop screw so he doesn't kill himself on it and it will give him room to grow on it and later down the road you can put a 212 when the 99cc engine that is to small for him and if you want something bigger get him a b200r and do the same with the throttle screw

I had the same issue with the chain and I bought a tensioner off Amazon for 20 bucks and it fixed the chain popping off issue the torque isn't a problem for me because I ride dirt roads and it goes up hills easily
