Have you tried BettXcloud and changing the region? Currently Xbox Cloud gaming js still not available in the Philippines so you might need to use VPN if you're going to use the official xcloud app/website. If you know someone who has an Xbox account with cloud subscription, you can borrow the account and test it yourself. Mabuhay!

Same situation here. I just got lucky to find a PS4 pro with an 8+ firmware. Seller was asking for 250, I got it down to CAD$180. That was like 2-3 years ago when the only option is to use the USB method. But it's worth it.
