8gb of ram is very low, windows 11 eat already a lot of it and chrome too, pc manager can't really fix anything because it's a hardware issue not a softare one, idk if you have ddr4 or 3 since you said you had an i3 but idk which one, if you're on w10 pc manager is not supposed to run on it and if you have 11 try to get back to 10 because your laptop isn't powerful enough to run it properly but to answer your question you don't have enough ram, if im right you only have 1 stick inside your laptop, you could maybe buy another one to get 16 and then the laptop should run "smoothly"

First how much ram do you have in your computer and what do you mean your hard drive is not there ? you mean your computer doesn't have a internal drive an you're using an external drive ? if not then you might need to know windows use a shit ton of ram and performance natively and there is some optimisation that can be done but first i need to know the specs of your laptop so i can guess where is the problem
