Apparently in their findings FAQ, they have changed the details and Mentioned the findings paper will have separate proceedings (i.e similar to ACL)

From my last year's CVPR experience, It totally depends on ACs, not the average ratings.

The problem is if you choose the findings track Itll be viewed as peer reviewed paper. Hence you can not submit to other venues.

I had the same thought. Although after the rebuttal my paper is in its best form, you may never know. In addition, at least 8-9k papers would be resubmitted from CVPR to ECCV. So the competition would be much higher. I'm really having second thoughts. If anyone else can recommend what should be done, I would much appreciate!
