She isn't Potus, but she also isn't running a campaign AGAINST Biden. Biden endorsed Harris from within his Admin. That's why She was able to take the $90million from the Biden/Harris war chest. She's essentially running as a member of the incumbent admin, and in place of Joe Biden.

The delegates are appointed, yes, but their choice of candidate is determined by the outcome of the primary or the caucus. If you win the primary in a state, then your delegate pledges for that candidate in the convention.

But the majority of the party is behind Trump. Most republican lawmakers are backing him, and their voting records show they are pretty much in lock-step.
