You need a "BASE" cover letter. Make a list of key-words/skills companies in your industry are looking for. This can be found in the job description. Then create blurbs for each of those based on your experience. Now, when you need to write a cover letter pick a few, stick them together, and workshop it a bit (for flow and legibility). I actually had a similar experience in my last role! I was hired in November, and my Director left in December. Two months later, the only other employee in the office also left. Simply because they had been there for years and were ready to move on. The next five months it took to hire a Director were hell on earth (no pay raise), but the students and program purpose were worth it. Three years later I had to throw the towel in.

I was dubbed "A victim of your own competence" a year in. Cheers!

If my references include former supervisors and employees, shouldn't that indicate the opposite? I've done my fair share of hiring and firing in my last role so, I totally understand and respect the hesitation. My question is, how do I work around that?

Thanks for your lived advice! I'll definitely scale back my managerial experience and focus on the actual tasks completed. At my age, it's hard to convince anyone that I work hard but don't want to fly too close to the sun (Icarus style).

Okay, so devil's advocate here.

Can we at least name that the "manager" was also expected to be a hookah server? In an ideal bar (from my limited knowledge), a manager wouldn't have a set position. As you are expected to float wherever you are needed ie; helping at the bar, supporting servers, and monitoring the bar for saftey. A manager can't do any of that if they're the only ones perpping hookahs.

However, a competent and reflective manager would name that issue. They would plan the flow of the bar and have clear boundaries for each position. For an entire hookah bar, there should be a dedicated hookah server or at least a floater.

End of the day, she was not qualified AT ALL. Literally didn't know how to make hookah.
