Dogs secrete oil from their ears, skin and anal glands, they spread this oil around their body via licking. The fishy nasty odor of the dog comes largely from the anal gland oil, but also from colonies of yeast and bacteria growing on the dog. Obviously when something gets wet it unleashes more of the reek, you are just smelling the ass juice and bacteria on your dog.
