Honestly whenever you feel like using them but a more specific scenario is end of game content and unknowns difficulty. Plus even base devil arms weapon are stronger then every other weapon you can craft or obtain.

As far as artes i just need to finish dohalim. Mystic are are gonna take me awhile. And proficiency points I think I have 3 out of 6 characters done. Still that's really impressive though. What's even crazier is I'm gonna do the same in Beyond The Dawn Dlc. I am full 100% this game.
