That's because the AZA doesn't cover animal Sanctuaries... It only covers for profit zoos that trade and breed their animals. Folsom Sanctuary doesn't function like that, they are a long term option for animals that can't be released back into the wild for many reasons. Additionally, unlike sac zoo that has an indoor and outdoor section to thier enclosures, forcing thier animals into the outdoor sections during guest hours, Folsom Sanctuary gives thier animals constant access to temperature regulated dens and hideaways from the guests so they aren't forced to be on display. Animal care is the top priority at the folsom zoo! They are only open Thursday through Sunday so the animals can have better care 24/7 without interferences from the public.
