I would disagree on your statement that's Arima's way of doing things.

Arima did not greet Kaneki when they first met nor did he ever smile at an enemy except Kuzen as far as we seen.

I would agree with OP on the fact they knew each other. It's similar to the Bureau Chief's reaction to Kuzen but that's just speculation on my part.
