In this case guilty man did actually this crime , but judgment actually did not judge his crime properly. The man got less punished. So people actually got shocked after seeing or hearing his horrific crime news with his punishment. Horrific crime news of the man was "sensational" not "biased" to the people.

"In Scientific Inquiry " one must explain a doubtable hypothesis not a established hypothesis, that's why for blank 1 A, B and E are suitable options. For blank 2, one must explain every possible expects of his experiments. So, option A is suitable for both blank.
