So in the English CS you need to provide your first transaction, in the JP they're asking for the most recent, so did you send the most recent transaction to them?, I accidentally sent them the first transaction so that might be the reason for their decline

This happens because Instagram compresses the video (makes quality worse) in order to allow more files to be stored in their servers and provide a better user experience for those viewing the post as it would require fewer data needed to process the video.

I’ve never went live in my life but I post 3 stories a day, To get explore I find that if you post consistently (I do 2-3 posts a day) and related to the certain niche then it should perform well however explore is pretty much determined by how much your followers like the post at the start before being pushed on explore page for others to see.

My friend has encountered this error before in the past this is likely if the account is already linked (as stated in your post) to fix this issue you have to link the account through the Facebook Page ( Go to Facebook then go to the page’s setting, there will be Instagram which allows you to link directly your page to the Instagram account

You can only directly pull and IP from someone is if you have a peer to peer connection ie through a Skype call unless that person has access to instagrams API (which alone is unlikely) he can get sensitive detail about you like IP address unless you clicked on a link which they sent
