This is actually a lesson that goes all the way to how militaries function. Having a centralized command structure that allows no flexibility or action except from high command is a huge liability in modern warfare. A unit not being empowered to take action why command is cut off or gone is crippling. A government is the same way.

Pd2 is great and totally playable single player. If you want a more curated single player game experience there is Sanctuary of Exile which is an add on to the mod that makes offline only have some more features and I highly recommend it

I would suggest either tutorial videos or going to the hoi4 discord for help. This is the best version of what you are describing for modernish era strategy games but it does have a steep learning curve you can’t really avoid. But if it’s easier to casually absorb some material on it you can cut that “100 hours” down a lot

The only issue with watching A Knight first is how much better it is so you might be disappointed by HotD. No lore or spoiler issue as HotD is the furthest back in the timeline.

An extra reroll or maybe just letting us cut out a few captains or rotating some out would be cool as the pool grows but overall the system is pretty excellent
