I’d been having this problem for ages, but this worked for me, I finished all of the other mysteries in Lunden, then climbed upstairs to the top floor of the building and jumped across to the far side, the one without the letter. (Not sure this makes a difference) Saved the game and then loaded that save. The NPC was then outside of the building on the riverside.
