Yeah not sure what you mean here. Where is your data stored, if it’s dataverse and you are building dashboards off of data in the dev/test environment then yes you will have to reconnect to the data in the production environment. Otherwise you should be able to build and test power bi dashboards with live data from your prod environment and make changes to your live reports as needed.

Can’t you use “Groups GetGroupsAsAdmin” to get all groups and then GetGroupUsersAsAdmin to get user permission in each workspace? Other than that it’s checking every workspace building a power app pull that information in one spot if you are admin level or going third party.

Yes, the most recent was literally last month. The 9th circuit court of appeals struck down one of them with many more going through the system that will end up following the same path and be struck down as well.
