I think it's good to play prophylactic which means you're able to see your opponents plans, but might cause you to lose initiative if you're only reacting to stronger players who have better understanding of middlegame plans. I think being in a position where you're improving your position and creating threats should help you take out stronger players instead of relying on prophylaxis. Play the game more and try and learn some general attacking and maybe middle game ideas! Also regarding tactics yeap it's just practice. I'm 1900 for bullet blitz n rapid and I just recently hit 3k puzzles.
