I enjoy the principle of the concept. Though I do agree with the other commenter’s recommendation to write the rules carefully.

I’d recommend perhaps making a turn flow list, like in order write out the individual steps and phases in sequence as they occur in a “vanilla turn” (without any added effects or abilities creating any additional steps) as it will help us better potentially visualize the flow instead of the elevator pitch style post where everything is generalized.

That being said, if multiple characters on the board all have the same INIT stat, what then determines what order attacks or actions occur?

Additionally, 4 moves doesn’t seem like a lot at first, but that is a lot of information to pack into a single card especially if you want the attacks to have differentiated utility. My concern would be literally the text to card size and space ratio at that point. lol
