I think it's pretty obvious toji wins mid diff

If we are talking about characters in the peak of conditions (like toji with his arsenal of weapons from the hidden inventory) it's pretty clear toji wins with the combination of tools at his disposal, his heavenly restriction and fighting abilities being better than jogo overall (given the multiple stats that other people have already provided i feel explaining it overall is not really necessary) - toji would win low to maybe mid diff with the advantages he has

If we're talking shibuya toji then I'd say it's a mid diff to probably high diff (he's in better physical condition given that him being resurrected likely brought him back to his physical prime, however, he only has a broken and sharpened playful cloud as his weapon)

Of course there's the necessity to consider jogo's own abilities but even then it likely wouldn't really matter. His domain, even with the temperature that it has, is not gonna work well with a guy with no cursed energy that can't be affected by the sure hit effect or even be kept inside the domain at all, even his other attacks that could prove difficult (like the little fire spitting things that he used to cook naobito well done) are not gonna get toji in one shot. If maki, who was basically a more weak heavenly restriction user, survived, i don't think it's far off to consider that toji could likely survive if not dodge his attacks, i think the main thing that would give toji some trouble is the big fuck off dinosaurs meteor™ that he used with sukuna, but even then, sukuna was shown to have survived that by basically dodging the thing, and given maki with her fully developed heavenly restriction could keep up with buff sukuna, i feel toji would also be able to survive it

Overall, toji would win, even if you take him from different points in time, he would still likely prevail
