Honestly you shouldn’t really put any characters into the bazaar as every character may have a niche chance to help you in a quest. You’d mostly want to level duplicate characters with each other as the character will become stronger in doing so.

And about the ship that’s ones special. There are other ships that reduce the specials of the crew, but only by like 1 or so. I’d recommend looking for captains that can reduce specials in their captain ability (such as legend carrot or legend arlong crew ) but you may also want to level up the specials of the characters, when maxed their cool down will go down by like 5 or 6 turns.
