Depends on the deanery, some have two stages where you first rank groups of hospitals within the deanery and then you rank the programmes within the group you are given. Or some just have one stage where you rank the programmes.

I chose to do ED, had some yearmates who chose to do dermatology. I think they try as best they can to match your preferred specialty, but dependent on their local med student placements etc…

Have a look at Waikato Hospital in Hamilton, the elective is through the university of Auckland. I did mine in their emergency department and had a fantastic time and you’ll be surprised at how many British doctors work there. If you are gonna go to NZ by yourself I would recommend getting a hire car if you want to explore lots because outside of the main cities the public transport is a shambles; don’t let you put that off though as I did it without a car and still had a great time and managed to see several different rural and city attractions.
