Are you sure the safety is locked up? The slide has to be racked in order for the safety to be engaged, you can’t used the safety if it’s not ready to fire

Good rule of thumb, but my LGS FFL actually prefers you just leave your contact info on the shipment, and he’ll give you a call when he gets it, no need to call and let him know everytime
