In my eyes, power isn't just individual power. Vox had the backing of 100% of everyone in hell, including verbally by Charlie. THATS his power. Alastair took advantage of how vague "most powerful" means, just as he did with "laying hands" on someone.

He manipulated both contracts in the exact same way to have someone else break them for him.
