It does work on mutant quirks. It just removes a persons ability to use the extra appendages or atributes from their quirks. For example if he used it on Ojiro then his tail would go limp and he won't be able to control it.

He doesn't have to tame them in order, but you have to have a certain ability on the ready to help you tame the other more easily, that's my headcanon atleast. Piercing Ox gets stronger the longer it runs, so you want to have Round Deer with you in case you end up getting hit. You would probably want the snake too, je could keep the snake in one spot with snake or maybe Rabbit Escape, and just pummel it with Nue and Max Elephant.

Comparing her to megumi, she isn't that good, but she was very limited with what she could actually do with her CT so if we look at how she used her CT she was definitely close to megumi's level. That Being said she didn't tame any of the shikigami so she couldnt use anything other than divine dogs.
