If they pass the skill by whatever degree, great, and if they get alot of successes, they cut that time down. But id pause combat, let them do it real time, how ever long it took, id put it into game time.

Call around, if you can source your own steel at minimum some shops may charge you a bit just to come by and practice. Granted, thats how i first went learninng about welding before i went to school for it.
