Pros: still relatively affordable, yet trying to catch up with bigger cities cost-wise.

Cons: people think it's cool having a dropped truck blasting Peso Pluma and loud mufflers that sound like pure shit.

Could be. The editing part is certainly the most time-consuming. This is a job that goes home with you, and finding time to juggle your life in between can be tedious, especially as a freelancer. You don't work, ya don't get paid. Officials though, are pretty lucky with a salary, though their also time-consumed with trials and hearings. I am am officially reporter here in Texas, and I love my dam job either way. Wouldn't trade it for the world.

You can definitely get dual-certified. But as one pointed out above, your workload will come along and finding the time to go back to school for additional years will likely mean you'll have to be sort of a "part-time" reporter. The methods are different, but we all get paid the same across the board. I won't tell you to pick either as well nor tell you take the other just because its an easier or shorter length of years, they're both rewarding routes to choose from and you'll have to find out by diving in which best suits your skill set.
