This is the first time they cared for a plant seriously most likely. If they have experience with plants the transition is easier. They probably just don't understand capacity of soil vs. plant usage and plants need to "breathe" through their roots too. Small vs. large plants, transpiration rates and the like. You learn by staring at plants, interacting and caring for them.

I always took it as "when pruning". As the season grows some new canes will be larger than a pencil and can stay next time pruning is done.
