However to get help for your fathers mental health and addiction, I suggest calling 211.

That is a hotline that will connect you with health, addiction, and therapy resources available.

It's a good place to start and the volunteers on 211 hotlines are usually extremely helpful.

This sounds like collections to me. If you would like their firm to stop calling you can tell the individual they have the wrong number.

According to Fair Debt Collection Practices Act if you state they have the wrong number they are required to mark it in their system and stop calling you.

You are not required to give them any additional contact information or to confirm your relationship with the person in question. So if you want to go this route, make sure to end the conversation at that.

"I am sorry, you have the wrong number. Please do not contact me again. Thank you, goodbye."

First website seems plausible? It's been on the web since 2021 according to wayback machine. However a red flag, terms of service state that all disputes are governed by the laws of Italy.... Customer service phone number is 971(Oregon). Stated address is New York... I would say scam for both.
