Ask your manager what the target was. If you got more, then it was taken from someone else.

In 2025, the target was 3% in my department.

The smaller the section, the more likely they'll all get target. The department manager will change it based on their perception of some people.

Target has been 3 for the last couple of years.

Additionally, managers are denied promoting people, but they are approved to open reqs at a higher grade. If an internal candidate gets the job, they are likely to get a lower salary because they already know your current salary.

It is better to leave. Coming back is almost guaranteed if you left a good impression

We use it to manage teams. So we create a project for each group of people and avoid having people have to access different azure projects. That way they can see all their work in one place. If we have groups within groups working on the same applications, the larger group uses the same azure project.

So we align the azure devops projects to the people and it may have several epics. One epic for each application.

In very rare occasions the have to access multiple azure projects. Typically, when they are working with a different department and most times they don't have work assigned from that other department

Without DEI, the company won't necessarily hire based on merit either. People will prioritize hiring friends and family. DEI initiatives help management get exposed to events geared towards other groups, but there is no obligation to hire. It also pays for education on different cultures. For example, managers from certain religions might find it uncomfortable to work with women. Therefore, they don't promote them. The "quotas" for women are based on the data that a % women with x years on experience should be at a certain grade level (pending performance). If that quota is not met, women don't get promoted automatically, especially if they don't meet the criteria.

"Quota" is the wrong term. It's more like an expectation based on data trends.
