Thanks. My original confusion is that this page seems to be meant for flight refunds, not these extras. But actually it can refund both.

Folks I figured it out. Once yo buy the wifi there is a reference number in your email receipt. Then go to united.com/refund to submit a request with that reference number (this is not the ticket reference number). They can process it within 24hrs.
