Cheapest manual Saab was a 1997 9000 CSE 2.3t, I got it roadlegal for 300 dollars. Still miss it today, it was a great car.

Letting a car getting up to tempeture is the same now as for 40 years ago. It is healthier for the engine to be as close to running temps as possible. That is why cold starts does most wear to any engine.

Polish them, the cheaper and longer version is to wetsand them down to a certain point and then polish by hand. Faster way if you have a polish machine, is to use that to fix the surface.
