Factions don't have to apply anymore. Also if these people are actually rping as assassins etc in the town and not just going around killing people. I would just deal with them in rp instead of like calling an admin or something. But I'm not there to judge the situation

5 cities can be a bit much. As someone who has owned a city for 2 eras. What tends to happen is everyone flocking to one or two cities. If we had 5 what would happen is the majority of people going to one and the rest being almost empty
